If you haven't then you may have fallen through the cracks (a spam filter, simply missed in amongst the hundreds and hundreds of thousands sent out). The easiest way to set your preference is to link your GW account to a PlayNC Master account (you can do this via the online store, which will guide you through creating the PlayNC master if you do not already have one) and set your privacy setting during creation.

My Guild Wars account is linked to my PlayNC account and I never recieved any privacy policy email, however I still recieved the insider in my mail box a few days ago 
Nice new feature anyways, though minus the "Random Acts of Kindness," it seems very similar to The Scribe.
